Yes: Most wisdom teeth can be removed with just local anesthesia and nitrous oxide. If a patient is very very nervous some additional premedication can be added. In the case where a particular tooth is extremely difficult or has other problems such as a large cyst affiliated with it then maybe additional anesthesia may be required. But for the most part the surgery can be done with local anesthesia+n2o.

Clarification: If you are implying just the use of nitrous oxide\oxygen analgesia? Then no. If you meant to say local anesthesia to numb the area ; additionally nitrous oxide? Then yes. As a matter of fact 95% of my patients elect to have that done in lieu of having IV sedation ; with a few rare exceptions all were happy they made that choice. Many even forgo the use of nitrous oxide. It's a very personal choice.
