I have "mild neutropenia" at 1.7, down from usual 2.9. wcc is 3.4 down from 5.9 usual. could this be indicative of bacterial infection? what else?

You are fine: The neutrophil count does fluctuate from 1500 to 3, 000. If yours is in this range, there is no increased risk of infection. Moreover it is very rare to have low neutrophil count in young people of your age. Make yourself familiar/watch the numbers such as WBC count, percent of neutrophils and absolute neutrophil count(anc) so that you are not making any mistakes in conveying the proper numbers
