Sometimes: Some people exhibit cold induced rhinorrhea (cir) is pretty common. It is respiratory physiology relating to environmental conditions such as the actual temperature and humidity. If it is causing dysfunction it can be pre-treated with certain prescription nasal sprays. See an ENT for evaluation. If you have any related body rashes at the same time definitely see a doctor.
