Seizure medication : If your brother is still having seizures, he needs to be on medication, or if he is already on medication, it needs to be reevaluated. He should see a neurologist. It is common for patients with seizures to have anxiety and some do have panic attacks. Panic attacks are associated with a fear of loss of control and if the seizures can be controlled, the fear of loss of control may be mitigated.

Unclear: It is pretty common for patients with epilepsy to also have anxiety disorders. There is a very slight risk of seizure with some of the antidepressant/anxiety medications but that would be managed by his anticonvulsant medication.
