Yes: Many patients who have epilepsy have panic attacks and other spells that are not epileptic. It is traumatic to have true seizures; that makes people more anxious about benign sensations that normal people ignore. It is sometimes hard to be sure if a spell is anxiety or epilepsy, but this needs to be carefully decided because one doesn't want to take more anti-seizure medication for panic.
