Absolutely!: This should be plenty! Might be a little overboard as a daily activity, but if your child is wanting to ride at this level this is fine. Cycling is easy on the joints, just be sure your teen is wearing her helmet and following the road rules for cyclists. I do recommend one day a week of rest.
