Depends: On how much calories you take in and how much energy you spend. Not a balanced approach.

Balanced diet and: Exercise are best. You need to burn off 3500 more calories than you take in to loose 1 lb. A 1-2 lb weight loss a week is recommended oatmeal itself will not cause you to loose weight. Do not go below 1200 calories a day.
