Need to find out why: They are swollen. Venous insufficiency? Hypertension? Other? (shoes too small could be a possibility as well). Swelling is not normal and it indicates something is wrong so see a doc to find out what. The hard skin can be lotioned and filed, because your feet are swollen i'd have a foot doctor do that as opposed to yourself or a pedicurist.

Control the swelling: There are some things that can be done to control swelling. Keeping your legs elevated at rest-above heart level. Compressive hosiery is available over the counter. Getting an evaluation from your physician would be a good idea. Sometimes medications cause swelling of the lower extremity.
