A side effect on florinef (fludrocortisone) leaflet says shortness of breath. how come it can cause this?

Rare side effect: Micromedex does not mention shortness of breath as a side effect. Micromedex is a respected drug information resource professionals use. Drug companies are mandated to report any side effect even if they are rare. Florinef (fludrocortisone) is known to cause fluid retention. Excessive fluid in the blood means heart will have to work hard, causing shortness of breath.
