No: The recurrenct disc herniation rate is about the same for patients treated operatively (mircrodiscectomy) or non-operatively.

Yes: There is approximately a 5% chance of reherniation immediately after microdiskectomy. After the initial healing phase, the rate of another herniation at the same location returns to just about normal.
