Vein my be inflamed: If the blood draw was close to the side where you are having the soreness and swelling this may be an inflammatory reaction and/or clot secondary to the puncture. I would try a warm compress and some Ibuprofen and see your doctor. Good luck!

Hematoma/infection: When you have blood drawn, blood can leak out of the vein deep into your tissues. This "hematoma" can cause pain and swelling, and later a bruise. An infection or phlebitis (inflamed blood vessel) is also possible. Both will usually cause redness at the site. Warm compresses will help phlebitis and a hematoma, but not an infection. If it gets worse, see a doctor.

Any of the above: The soreness and swelling most likely could be a typical reaction due to the puncturing of the skin and soft tissue structures near the vein. Especially if the tech had to dig around with the needle. A small lump could be a lymph node or clot. The clot is superficial and not the kind to worry about.
