More workup needed: X-rays are limited in what they can evaluate. They do not visualize the spinal cord, nerves, or other soft tissue. Thus if you have pain, numbness, or weakness in your arms, you may need an MRI of the neck. Also if you have pain with moving your neck, you may need x-rays with your neck in multiple positions to ensure there is no instability. Spasms may cause pain but no problems moving your head.

Neck pain: Normal neck x-rays means there are no broken bones, no obvious instability or soft tissue injuries. Keeping the head still and not turning will cause your neck to become stiff and cause more pain. Moist warm heat followed by range of motion exercises followed by ice packs can help relieve the pain. If the symptoms persist then see your medical doctor for further treatment.
