No: Spirulina is dried chlorophyll-containing aquatic bacteria that have been promoted for everything for decades without any real evidence. If you've got pale spots on your skin, your physician needs to check you for tinea versicolor (which is easy to treat) and vitiligo (which requires subspecialist management with plus-minus results.)

Not Likely: The real question is "what are those white patches?". A number or conditions could be causing this ranging from benign skin infections, allergy to autoimmune conditions. Best to have it checked by your doctor.
