How come every summer i get flea bites but not on winter? how can i get rid of fleas once and for all?! had them for like 4 and more years! help !

Fleas: The fleas live better in the summer, but you must find their source! if you have pets, they need to be treated aggressively, if your house is infested, then you need to exterminate them and clean your house with bug/flea "bombs." once you eradicate the source, the fleas will be gone.
