Cough and fever: Might be viral since antibiotics did not work . Also depends on what antibiotic you were prescribed . You might need a z-pac instead. More important is to have your wheezing under control. Full bed rest, hydration and supportive treatment , if viral you should feel better in 1-2 weeks. See doctor if your condition worsened.

New Doctor?: I hate to suggest this, but you have been sick for some time. Tamiflu, (oseltamivir) if it works has to be started in the first 24 to 48 hours of an illness or it does not work. It would be a waste of your money to start it at this point in your illness. In the recent past you have been talking of zithromax and that is also not working well for respiratory illnesses this year.
