Bit too long: Bone heals in 6 weeks so in 3 wks your fracture will be halfway healed. Better to try and find an orthopedist who can see you sooner.

Depends on break: If it is non-displaced and just sending you to ortho to make sure it is healing right, then this time is correct. If it is displaced and your doc is considering surgery, then it is too long. Just double check with your physician what the plan is.

Non displaced stable: If your fracture is non displaced and stable then yes it may be possible to defer treatment but typically x-rays are repeated one week after injury to insure that the reduction is stable.

Earlier: You would ideally need to be seen earlier, preferably within 3-5 days to be seen and discuss treatment options. As you inferred in your question, by three weeks the bone will have already started to heal and if anything needs to be done it would be quite a bit more complicated.
