Unrelated: Occipital nerve pain is a localized disorder caused by either primary irritability of the scalp nerve(like a neuralgia) or impingement at the neck where the nerve exits. Bilateral tingling in the temples would not be anatomically related. The latter also suggests some irritability in the superficial nerves. A neurologist can better evaluate these symptoms if needed.

Yes: These can be related and can also be related to a disc herniation in your neck. You should probably see a neurologist.
