A person's level: Of extroversion ; introversion can change from time to time. I don't know a way to turn someone who is a hard core introvert into a markedly extroverted person. However, one can learn to adopt behaviors that would be expected in an extrovert. As a military junior who moved every 2 years - i needed to be able to make friends fast - thus i learned extroverted behaviors. The behaviors can be learned.

Extraversion: Rather than trying to change your personality, it might be more helpful to understand how others around you also have ways they interact with others. While there are a number of ways this can be done, a convenient one is through Myers Briggs testing, which is online; there are a number of books on "Type talk" which could be helpful to gain insight on interfacing with others.
