Not without working: At it. Eat healthfully ; be physically active. Aim for 7.5 to 8 hrs of sleep / night. Hydrate w at least 64 oz of water / day. Calories burned must > calories consumed. Do both cardio ; weight training. You can mix ; match different kinds of exercise.

Depends: It really depends on how much weight you gained and how much weight you lost when you were on topamax (topiramate) in the past. If you did not lose any weight before when you were on the medication, then you won't lose weight now.
