See a hepatologist: Given your history of hepatitis b and c, your liver failure is likely end-stage, meaning that it is not likely you will recover normal liver function. You should see a hepatologist, who is a liver doctor, to see whether any treatment can be given, or whether you are a candidate for a liver transplant. Low blood pressure can exist for several reasons, including infection, kidney or heart causes.
