In some ways, yes: But depends what you mean by "worst." tobacco addiction actually causes more deaths (500, 000/year in us) than alcohol (100, 000 deaths), but alcohol causes significant disability, illness, hospitalization and family and social damage. There is little point in "scoring" addictions as worse/better. They are all dangerous, all do harm, with some people more susceptible to damage than others.
