See orthodontist: they likely can correct it with braces and not require surgery (although if they can not, they can still guide you on the best course of treatment). See a couple as these are difficult conditions to treat and some orthodontist shy away from treating-- but it can often be done effectively.

Specialists: See the Orthodontist first and then as needed the Oral Surgeon if braces alone will not get you the results you need for good health, comfort and function over the long term. You may also need the input/tx of the Prosthodontist. Get the team together and get your problem solved. Good Luck.
