Mucous: It is a common symptom. Please see an ENT doctor for complete exam. And laryngoscopy. The cause range from acid reflux, dry mouth from medications, taking too much caffeine / alcohol or anxiety.

Throat phlegm: This is definitely not normal. There are many possibilities. Do you smoke or take any drugs? Please re-ask question and include a lot more information. One common cause of your symptoms are smoking, sinus infections, allergy nasal problems and post nasal drip. You will need to see your doctor to resolve this.

Postnasal drip: Mucus is normally present in our membranes but excess amounts can be produced by allergies, sinus problems, deviated nasal septum, excessively dry envirinment, irritants, certain foods, changes in temperature, etc. If the mucus is foul smelling, you may have a sinus infection requiring antibiotics. Mucinex (guaifenesin) thins out thick mucus. See an ENT specialist if necessary.
