Not when numb: Before a dentist performs any procedure that may cause pain he or she will get the area numb. Once numb, you should not feel any pain regardless of how long the baby teeth roots are.

Yes: Yes, since they are still attached and nerves surrounding the teeth would cause pain. It would be important to use local anesthetic to allow removal without pain.
