Withdrawal: Your mom is given phenobarb to prevent seizure, but she is having withdrawal, and the dose of phenobarb is dependent on level to work and whether it really works for her. It is best to take her to urgent care or er to be looked at before she has a seizure. I don't know how old she is and withdrawal can be devastating. A stepwise process may help better but up to the md, but she seems to need help.

Racing of Heart: It could be withdrawal from xanax (alprazolam) or side effect of phenobarbital. About 0.2% of the patients reported racing of heart as an idiosynchotic reaction from phenobarbital. Discuss with your physician.
