Putting IVC filter: Is an invasive procedure, and so are anything wherein you stick a sharp object for biopsy as in biopsy of the lung, going inside the body as in bronchoscopy with biopsy.

Insertion is: Insertion of the ivc is an invasive procedure yes. In situ just means it is there - often will be stated that way in imaging.
