If i got no option by any chance can i use water as medicine into nebulizer to help in cough or breath cases ?

Improves cough: All that would do is like a humidifier, it may improve your cough and hydrate the secretions. Better to use Normal Saline to avoid swelling of the cells due to the water being hypotonic, and yes, we don't recommend to use water alone especially if no limit. It can make you feel like drowning with more swelling of the airways and cells.
