Need more informatio: You are having cold sores which are nothing but hsv infection. Mostly it is a clinical diagnosis as the available test do not have 100 percent accuracy.

Herpes simplex: Do not know what you mean when you say you do not test positive for herpes. Antibody testing? Viral culture of the cold sores? Staining of scrapings of the base of the sores? Difficult to know what these are without an exam, but they are more likely to be random recurrences of herpes as you describe them.

See a dermatologist: The blood tests are good, not perfect. Perhaps you have something else (aphthae?). You may need a more sophisticated diagnosis ; treatment.
