Depends: On the ocular condition. If an ophthalmologist prescribes a steroid drop then it would be fine. In general, I do not as a pediatrician, prescribe steroid eye drops without the input of the eye specialist.

Not generally: If the child can be examined, topical steroids may be used, depending on the diagnosis.
