Minimally: There is very mild absorption but generally not enough to cause any problems.

Yes they do: There is definite but small absorption of topical steroids into the body. All steroid effects can be seen including elevation of sugar levels, etc but it would take a lot of topical use. It also depends on the strength of the steroid preparation that is used.
