Not unusual: Your age may have something to do with this? Urine comes down a long tube from the bladder to the tip of the penis. After the bladder contracts and forces urine out, "the liquid left in the soda straw" then empties by gravity. If shaking the penis doesn't do the trick, you may have to reach under the testicles and milk the bottom of the penis out towards the tip to expel the urine and then shake.
