General health: This is a very generic question. Usually this is an indicator of general health status in that, things like fatigue and poor health, can give you these appearances. You may want to have a good physical exam as a starter. Ask you famiy doctor if he has any ideas after the exam and lab work. Some types of eye drops for glaucoma can cause this in addition to Latisse (bimatoprost) used to make eyelashes grow.
