Various treatments: If mild massage, a warm bath/shower or heating pad to neck area haven't helped, you can give him a dose of either tylenol (acetaminophen) or Ibuprofen for the headache. Give dose based on his weight rather than his age. There are a number of dosing guidelines on-line to help you do this. Keep well hydrated as well.

You can safely: Give him the age/weight appropriate dose of tylenol (acetaminophen). If that is ineffective contact his pediatrician. Appropriate dosing should be on the label of the bottle.
