Yes and no: Historically most collar bone breaks have been treated without surgery with good results. It depends on the amount of displacement of the fragments. Most collarbone breaks that happen in the middle of the shaft do not require surgery unless the bones are separated a great deal. Breaks towards the end of the bone closer to shoulder may need surgery more often.
