Depends: Of course, with increase in muscle mass we see an increase in strength, but to what degree. Some people have little mass and incredible strength. This may be due to the sites of where there tendons attach, creating a longer lever than some, giving a better mechanical advantage. Although, this is likely a VERY small amount.
