Yes and no: It happens a lot, but it is not the normal ideal route for the eruption of the perm tooth. If the baby teeth are loose, they will likely still come out on their own, if they are not loose and you see the perm tooth the baby teeth need to be removed. Talk to your dentist.

Not abnormal: Teeth don't always follow an idea pattern of eruption. When baby teeth come in sometimes they come in a little behind or in front of the tooth that they should be pushing out. When this occurs you get two teeth one in front or behind the other. It is nothing to worry about with a little time the baby tooth will come out.
