No: Tamiflu (oseltamivir) is for the flu. I am assuming that there is more going on than just the flu if you are on steroids ; antibiotics. No interactions were shown with use of an interaction checker. But there are never 100% guarantees.

Yes: Tamiflu (oseltamivir) is used for flu and zyrtec could be used to relief the associated stuffy nose. It is unclear while you will be on steroids anf Doxycycline if it is only flu.
