Yes: Trouble concentrating is often a part of anxiety disorders, in particular 'generalized anxiety disorder' and ptsd. Ocd can cause this too, especially if the obsessional anxieties are frequent. Other times when the trouble concentrating is more situation-specific might have more to do with a specific phobia or feared situation.
