Dysuria: No for HIV and possibly yes for herpes. But in general burning with urination is a sign of a bacterial bladder or other urinary tract infection.

Dysuria: Yes, this could conceivably be due to herpes simplex, but that would be an unusual presentation. Hiv would not do this unless you developed an opportunistic infection due to aids. If you think you may have been exposed to HIV please go and get tested for this as well as for other stds. Better safe than sorry. Good luck, and start having protected sex.
