My daughter is 14 and she did not grow taller for 4 month, did she stop growing taller forever?

No: Her height will partly be related yours and her father's height. Don't worry too much about this too much at age 14 since she may suddenly grow 6 inches in less than a year within the next couple of years.

It may be so but: Most girls have attained their maximum height by the time puberty is finished. That usually happens one to three years after girls first period and amount of growth after the 1st period is 1to2 inches per year only so she may still grow if her periods did not start at age 11 there is no sure way to know.
