DRY SKIN: If it is only patches of dry skin, she can use any over the counter moiturisur.And if it does not get better she should consult her doctor or a dermatologist.

Psoriasis: You haven't given too much to go on but dry white skin patches that don't itch could be psoriasis, but there are many other things it could be. Is it a problem for her? If so she can have it checked out by her doctor. If it is not a problem, then it is not a problem.
