Normal?: Do you mean "nonsurgically" when you refer to the term "normal"? Impacted tooth require surgery to remove but it is still a regular, normal procedure of which the result is predictable and the procedure sometimes is not complicated to perform. If the orientation of the tooth inside the bone is upright, it is rather very simple and "normal" to extract.

It is a surgical: extraction. The surgical extraction is considered if there is the need for any type of incision to the gingiva. Ask your dentist before the surgery what to expect.

Routine vs Surgical?: If the tooth is impacted, it is somewhat obstructed by gum tissue, bone, or both. It is now a surgical extraction.
