My entire foot is still ice cold most of the time, what's wrong? my doctor isn't concerned.

Feel cold or touch?: If they always feel cold but are not cold when touching with your hand or someone elses then it is probably a form of neuropathy. If they are actually cold to touch of the hand then it may be a vascular related condition. Is there any skin color changes such as bluish or red? That is often associated with circulation.
