Right foot is cold : Sounds like a circulation problem , it can be a neurological issue affecting circulation. See a doctor

Need to examine: It is not feasible to provide a meaningful opinion without additional history, physical examination and may be some tests. It could be due to peripheral vascular disease or vascular malformation and needs to evaluated, sooner the better. It would be prudent to see a doctor. Wish you good health!
