Most guys can: About 95% of men eventually grow some chest hair, usually by age 20 and often earlier. It's entirely your genes, as long as you're normally masculinized (i.e., your sexual function is all-systems-go). If you're naturally smooth, you're much less likely to go bald, and many (most?) women in the us say they prefer it. Paul newman, best chest of his era, had no chest hair.
