Yes: I believe you might be referring to an implantable cardioverter defibrillator, or cardiac ICD. Yes, there is a wearable defibrillator called the LifeVest, made by Zoll, which is an undergarment used for sudden death prophylaxis. There is also an ICD that is inserted under the skin whose lead (or wire) runs only under the skin, and not into the heart itself, which is a little less invasive.

Yes, temporarily: There is a device made by Zoll in the US called a LifeVest. This is a wearable defibrillator often used for people at risk for a life threatening arrhythmia who are waiting to see of they need a permanent ICD or may have had their ICD explanetd due to an infection.
