Abnormal: 7 cm is huge in the skull and can cause a lot of trouble depending on location, pressure, and other medical conditions. Two that size is impressive -one inch is 2.5 cm so you get the picture!

Probably not answer: Might suggest that the cysts could be benign and of arachnoid cyst origin, but cannot exclude an infection such as cysticercosis or even a new tumor presence. Mental confusion in older folks often due to medication reaction, but may be of Alzheimer's origin. In summary, have all of this directly evaluated by an expert neurologist, and maybe even get a neurosurgeon involved. So, get answers.
