Yes, temporarily: Otc Hydrocortisone cream is weak, not very potent, so it's safer to use in the groin region and on the buttocks (than stronger prescription steroid creams). But if what you are applying the cortisone cream to doesn't improve after a few days, you should stop using it and see your doctor.
