Fungus vs allergy.: What you are describing could be a couple of different things--fungal infection vs. Allergic contact dermatitis vs irritant contact dermatitis. In the short term, soak the foot in plain warm water x 5-10 min and then apply plain vaseline for hydration. Apply nothing else (no neosporin or calamine lotion, etc). See a dermatologist for treatment.

Skin lesions: In order to diagnose these they must be seen and your medical history explored. See a dermatologist. It may well be a form of vesicular dermatitis, one of the most common skin conditions and totally benign. It would be somewhat unusual, however, to only see it on the feet.
