I have woke twice now with pins and needles on the top right side of my head. i have seizures is this a type of seizure. if not what does it mean?

Consider: Your description of outcome does not confirm or disconfirm that a nocturnal seizure occurred with subsequent pins and needles, but perhaps this is merely a positional phenomenon causing a compression of the greater occipital nerve on the right. Discuss with your neurologist and perhaps get updated eeg.
